CEC PROJECT

They are prisoners, but there are no security bars on windows, nor guards at the doors. In the Educating Communities with Prisoners, CECs, the prisoners, here called recovering people, follow a path that will lead them to a gradual reintegration into society. This path is carried out with the active participation of project workers, volunteers and recovering people and is open to anybody, regardless of the type of crime committed. In the CECs, the recidivism rate – a person’s relapse into criminal behaviour – is about 12%, against an Italian national average rate of about 70%. There are ten CECs in Italy and two in Cameroon and since 2004, the year in which the first CEC house was opened, about 4,000 recovering people have been welcomed on this path.
